A government official is found dead. When it turns out that he was poisoned, Detective Inspectors Ritter and Stark start to investigate the dead man's professional world. They discover that just before his death he had called for a cycle courier. But the courier is lying in a coma as a result of a mysterious accident, and his courier's bag has disappeared. Stark tries to find out more about the circumstances of the official's death from his assistant, but she claims not to have seen a cycle courier in her boss' office. When the courier awakes from his coma, the Detective Inspectors find out who the message from the Ministry was intended for: a journalist named Koch has discovered that the dead man and his deputy had dealings with the lawyer Dr. Bohler, the lobbyist of several big companies?
